Continuous share accounting is in place for individual water allocation accounts i.e. water in the account is continually carried forward and is not reset at the start of the water year.
Timing and manner of making allocation announcements:
Timing:
Section 101(1)(c) of the Bulk Sharing Rules of the Border Rivers Resource Operations Plan requires that the resource operations licence holder must determine and set the announced allocation effective from the first day of each water year.
Individual continuous share arrangements must be managed in accordance with Part 2 Division 1 of the Resource Operations Plan.
'Water year' is defined as 'The period from 1 July to 30 June' in the Border Rivers Resource Operations Plan Attachment 7 (Dictionary).
Manner:
Section 101(1)(e) of the Bulk Sharing Rules requires the Resource Operations Licence holder to publish details of the announced allocation and parameters for determining the announced allocation within 5 business days of setting and resetting an announced allocation.
The term 'publish' is defined in the Water Act 2000 (Qld).
How allocation levels are determined:
Continuous Sharing Rules for determining water allocations for Medium Priority are provided in Chapter 4 Part 2 Division 1 section 96(1)(b) as well as under the Bulk Sharing Rules under section 103(1) of the Resource Operations Plan. Announced allocation parameters appear in Table 6. Separate 'continuous sharing rules apply' as well as Bulk sharing rules. Continuous Sharing is a method developed to manage individual customer water accounts in accordance with their usage patterns and the volume of water physically in storage. This is achieved by allocating each customer a share of the storage and determining account balances on a daily basis according to the share size and individual current account balances. This is only available in the Macintyre Brook and St George schemes.

Resource Operations Plan provisions determine or identify the limitation on trading within and between zones and water supply schemes. Chapter 4 Part 3 Division 2 and Chapter 4 Part 4 of the Border Rivers Resource Operations Plan 2008 provides specific trade rules relevant to changes of location for both permanent and temporary trade.
