State water recovery – independent review reports

The Murray−Darling Basin Authority (MDBA) will set up an independent review panel to undertake a review of each Basin state’s planning assumptions and revised Long Term Diversion Limit Equivalence (LTDLE) factors.

The planning assumptions are to be provided by Basin states as a part of their water resource plans to be submitted for accreditation under the Basin Plan 2012. The independent panel will review the planning assumptions and methodology used by the Basin state.

A report on the findings will be provided to the MDBA and the relevant Basin state for consideration and will be published by the MDBA.

An independent review of the planning assumptions and calculation methodologies used by the Australian Capital Territory (ACT) to determine the long-term diversion limit equivalence (LTDLE) factor for an entitlement registered to the Commonwealth Environmental Water Holder.

The review found the methods and assumptions upon which the factor is based are appropriate for the ACT water resource management context, best available at the time, and endorses the factor developed by the ACT.

An independent review of the methodology and approach used by New South Wales for the derivation of the revised Long Term Diversion Limit Equivalence (LTDLE) factors

A report outlining the findings of an independent review of the methodology and approach used by New South Wales for the derivation of the revised Long Term Diversion Limit Equivalence (LTDLE) factors, as outlined in The Technical Paper: NSW updated factors for water recovery.

The report concludes that the method used is appropriate in NSW for determining and accounting the volumes of water recovered. The report found that the methods used incorporated the conditions and assumptions used to inform the BDL model runs consistent with the Basin Plan, is based on best available data and information, and treated entitlement classes appropriately. The report also found that the method has been applied in a consistent manner across the NSW valleys in the Murray−Darling Basin.

The review endorses the approach taken by Victoria to use their BDL models and planning assumptions inherent in these models to determine LTDLE factors.
