Advisory Committee on Social, Economic and Environmental Sciences Communique – October 2024

The 32nd meeting of the Advisory Committee on Social, Economic and Environmental Sciences (ACSEES) was held on 21 and 22 October 2024, with members convening on Ngunnawal Country in Canberra. The meeting was chaired by Professor Bill Young.

The ACSEES and MDBA discussed a long-term science strategy and noted the importance of inclusiveness and hearing from multiple voices via science engagement processes. MDBA and ACSEES discussed foundational principles for strategic science and options to develop collaborative science partnerships and directions at future Basin Leadership Summit events.

The ACSEES committee members met with MDBA to discuss the proposed science, knowledge and synthesis process to inform the Basin Plan Review. The committee also discussed frameworks for navigating complexity and uncertainty in decision-making. The committee provided advice on environmental water metrics for the Basin, and their assessment using available monitoring data, including that developed under the Sustainable Rivers Audit program.

Professor Mary O’Kane AC provided an update on the review for Water Science and Research that she is conducting for the Secretary of the Department of Climate Change, Energy, the Environment and Water (DCCEEW). The review will explore and advise on water science and research principles, the importance of First Nations Science and Knowledges, supporting science skill capability development, science governance, and science to policy pathways. DCCEEW welcomed ACSEES feedback on the draft review, which will be shared with the committee.

MDBA provided an update on the Integrated River Modelling Uplift (IRMU) program’s Hydrological Analysis Skills Strategy, which was developed in response to current shortages of hydrological modellers to support Basin Government’s water policy and planning activities. ACSEES provided positive feedback and encouraged both ongoing consultation with universities and alignment with broader MDBA skill development strategies.

ACSEES was briefed on the work of the Murray–Darling Basin Sustainable Yields program and the deliverables of the Independent Hydroclimate Science Expert Panel. ACSEES provided feedback on current progress, and their ongoing advisory role regarding the application of hydroclimate scenarios to meet identified policy and planning needs. 

The next ACSEES meeting will be scheduled for early 2025.
